I believe that the current sound software of choice is audacity, free and quite powerful, Mac, windows and linux. http://audacity.sourceforge.net/download/

It will certainly do what you described but not with a one button toggle but it will take two clicks. Maybe not as elegant but maybe someone smarter than me knows how to toggle with just one button.
