Yes, they take pictures of the drivers, at least the speed trap cameras
do (I'm not sure of the red light, but I believe they do as well). The
speeding system is, as far as I can tell is this: one piece of equipment
is a radar gun (although peizo-electric strips in the road could be
used, too). It checks, in some places, 5 lanes of uni-directional
traffic. If the speed is excessive, it trips a camera which has TWO
flashes for two different pictures, one that is bright white like a
strop and one that is red/infrared. These take pictures of of the
driver... and actually take two pictures in quick succession to
physically show speed based on time between flashes (almost small enough
to not be two flashes to the human eye!) and distance traveled. Then,
another set of cameras do the same thing to take a picture of the rear
license plate. This is where the infrared comes in real handy... the tag
is clearly visible in IR. In all, six pictures of the vehicle are taken,
four of which show the driver and two of which show the rear tag. What
you get in the mail are two very clear black and white images, one of
the driver and one of the tag.

It's a pretty nifty system, even if people are REALLY upset about it
around here. There are also vans/SUVs set up as mobile camera systems.
In the early days of the cameras, a police officer working a van was
shot and killed. The person knew exactly where to walk in order to avoid
being on the mobile camera as well as the other cameras in the area
(there are monitoring cameras for traffic everywhere, too). It was
certainly 1st degree murder... they had to plan to avoid the cameras and
choose to open the van. Like I said, people around here are upset.

On a lighter note: I was driving to work the other day and saw a
motorcyclist in the HOV lane. He began waving furiously... I thought he
was waving at an oncoming car or bike, but it didn't seem so. I laughed
when I realized he was waving at the cameras!
