Nope. Skateboards are intentionally designed to have significant friction.

You need hard skate board wheels that a skate boarder would never use.
Not normal skateboard wheels.

Hardness is measured in a unit called a durometer. To make a low friction carts you need wheels with a 98 or 100 durometer. Normal skateboard wheels are 75 or 80 durometer.
