Just to be obnoxious.... let's make it a 2 dimensional problem.

If you were to put the cart on a frictionless plane, I say the cart
will spin around its center of mass distributing the water in a circle
whose radius it the distance from the center of mass to the hole.

No I can't prove that. Just being obnoxious.
