There is a trade-off between shortening the life of the bulb and the =
energy cost. Depending on the cost of energy, a typical time that it =
pays not to turn off the bulbs would be 10-20 minutes. Leaving them on =
all day is a definitely loser in terms of money spent on energy.

However, if the light in question is being flicked on an off less than =
every ten minutes, a sign like the one you mentioned, would make sense.
