No, it is most likely a crude carbon microphone. It needs to be used with
an appropriate circuit so that vibrations, say from a ticking watch
(remember when?) on the base would cause the resistance through the device
to change enough to be reported to that outside circuit. A simple telephone
series circuit should do for checking this out.
