Hi Jason,
You might think about contacting Charles Sowers at the Exploratorium. He
built their huge-scale Jacob's ladder. I had the pleasure of hearing him
describe various design issues he faced with Jacob's ladder in a talk he gave.
Charles used to be on TAP-L, but I don't know if he still is. I believe
his email is charless@exploratorium.edu
