In an inertial frame, if the cart is symmetric so that the cg moves
vertically downward as the water empties, I believe there would
be no horizontal motion.

On the other hand, the cart is on the rotating earth, and angular
momentum must be conserved. As moment of inertia decreases
from mass loss, it seems as if the cart's angular velocity would
have to increase, causing it to gain speed in the direction of the
earth's rotation.
